Plasma Kameleon kded helper for QMK keyboard LED control

QMK keyboard LED control helper for the Plasma Kameleon kded module (part of kdeplasma-addons). Provides a system D-Bus service that applies the accent colour to QMK-compatible keyboards via hidraw. Builds the Rust binary that lives in kdeplasma-addons/kdeds/kameleon/qmk/kameleon-qmk-helper as a standalone package, so the rest of kdeplasma-addons does not need to pull in the full Rust crate dependency tree (122 crates).
