Easy to integrate Vulkan memory allocation library (header-only)

AMD's Vulkan Memory Allocator, a header-only helper library for Vulkan memory management. Installs vk_mem_alloc.h and the CMake config that consumers locate with find_package(VulkanMemoryAllocator).
